Those aren't the real Chinese tops.
Those are Wiimmfi tops, I personally put those times on with the Chinese Miis. I did this a couple of years ago.
The real tops (all of them, not just China) were gone the moment the WFC servers were shutdown. What you see on Wiimmfi is the ghost files that were uploaded to Wiimmfi server after Lese added in the full Top 10 functionality to Wiimmfi. Sometime in 2016, can't remember exactly.
