Online is somewhat active, but that depends on your definition of "active". If by active you mean you can find 6+ player rooms (even on weekdays), then yes, it is active. But if you think of active as dozens of rooms open at all times, then not at all.

This is active in my eyes. I read on Tockdom it's possible to play with emulator now, but it says I need a NAND from a Wii? I need to find a used Wii from a second hand shop.

On the original 32 Nintendo tracks, and other CT distributions as far as I know, yeah you can play online with Wiimmfi on Dolphin (the emulator). With that said, you won't be able to play online with Dolphin on CTGP; that has several security measures preventing you from doing so, unless you can find a way around it.

Btw, make sure you can maintain a consistent 60 FPS on Dolphin so you don't get banned
