The code has been updated to fix a desync with some CTGP ghosts set with Baby Peach, Toad, Dry Bones, Mario, Peach, Diddy Kong, Waluigi or Donkey Kong, when accelerating from a low speed.
And to the people asking in the thread: yes this is applied on top of all CCs. That means that for instance 100cc will have a speed multiplier of 0.9 * 1.5 = 1.35. The reason for that is that this would require adding checks in every patch and a way to switch, and the code is already long enough on its own.
