Proposal to update the forum member rankings plus some other things

To be fair to ppl with Coder/Dev role, I may remove the specific rank titles (beginner, intermediate, pro, etc etc) and have all members listed as Member. But ofc your icon (item) will still upgrade over time based on post count

Allow all coders/devs ability to change user titles, and keep the specific rank titles to normal Members
