Correct me if i'm wrong, but this code is exclusive for NTSC-U. It has no use for other regions since the ESRB screen is only present in the American release.

If it is exclusive to a specified region, it isnt considered for main forums unless it is approved by the mods.

I can understand the argument of moving this out of Incomplete/Outdated.
Joshua is 100% correct, objectively speaking. Current rules specifically state that all regions must be present. Maybe the rules could be updated to accommodate odd codes/situations like this one where it's literally impossible to make other regions/ports. Thoughts?

Why not simply make an exception? If you know it can't be ported, just move it.
