Proposal to update the forum member rankings plus some other things

the list for post to rank count doesn't look bad, idk about special perms for higher roles tho

I feel like only like basic special perms should be in place. (like maybe 320, 640, 1280 have special colors and post limit doubled for each one, if someone reaches 1280 it can be announced or something)
