I noticed some issues and it's potential of the Custom Laps (Full) code by JoshuaMK. It's basically the same code just that one part has been removed and ported the code to PAL and NTSC-J.

Some things:
Porting codes doesn't qualify to be in the Creator or the Credits. Therefore I removed your name from the Creator field (names withing brackets). A better breakdown of proper crediting can be found in Chapter 4 of this link - https://mariokartwii.com/showthread.php?tid=10
Regarding your questions on Discord..
- C0 codes may need to be ported, it depends. You would need to know some ASM and look at the C0's source to determine this
- Some C2 codes require "non-standard" porting. If you have a very beginner level understanding of ASM, you can get these types of ports completed.
- When auto-porting, ditch MKWCG completely. Only use Wimm's tools. If the tools don't work, you will need to port manually.
