Is this supposed to replace every CC with 200cc instead of only 150cc like what an earlier comment stated? I've used the NTSC code with offline versus and the 200cc changes are always in effect.

To my knowledge it replaces all CCs.

The code has been updated to fix a desync with some CTGP ghosts set with Baby Peach, Toad, Dry Bones, Mario, Peach, Diddy Kong, Waluigi or Donkey Kong, when accelerating from a low speed.

And to the people asking in the thread: yes this is applied on top of all CCs. That means that for instance 100cc will have a speed multiplier of 0.9 * 1.5 = 1.35. The reason for that is that this would require adding checks in every patch and a way to switch, and the code is already long enough on its own.
