Disable Ringouts [Vega]

This code removes ringouts from the two World Martial Arts Torunament maps.

At address 0x800DEF00, beq- 0x1C is changed to b 0x6C. Execution of CPU will branch/jump to 0x800DEF6C. This will skip over all instructions that have to do with basic checks/scenarios that have to do with any Ringout outcome.
